In general there are no limitations.

Works of art which are considered to be indispensable for the German cultural heritage have been placed on a list or index entitled "Verzeichnis national wertvollen Kulturgutes" and "Verzeichnis national wertvoller Archive": works on this list can not be exported without a permission (which has happened 5 times in the last 30 years).
